Strategic Digital Services Manager

Salary: £350 - £400 per day
Location: Luton

 

Connect2Luton are excited to recruit a Strategic Digital Services Manager on behalf of Luton Borough Council.

Main purpose of position:

  • Leading the development and management of a complex portfolio of digital products and platforms to provide co-ordinated high-quality delivery of digital services. Service focused on the needs of our internal and external customers; whether those customers live in Luton, are visiting, do business or looking to do business in the town.
  • Developing, maintaining, and enforcing a digital governance framework to provide the strategy, policy, and standards to enable the delivery of faster, smarter and better services. Leading the development of a sustainable digital service delivery model and a culture of innovation.
  • Leading, managing and motivating the Digital Services Team to deliver user focused digital services enabling faster, better, and cheaper service delivery.
  • Leading the co-ordinated development of the council's digital pipeline and programme manage the delivery of this work; contribute to the data and evidence in support of the effective prioritisation of that pipeline.
  • Supporting the development, adoption and maintenance of digital services, products, and process that transform internal working practices.
  • working in close collaboration with colleagues across our Technology and Transformation, Communication and Marketing, Business Intelligence and Customer Services divisions to foster a culture of digital innovation to improve service delivery for our customers.
  • Managing relationships with external suppliers and strategic partners in relation to the provision of our Digital services to maximise value for money for the Council and ensure they adhere to our digital standards and deliver excellent user experiences for our customers.

You will be responsible to:

·Lead the development and manage operationally the functionality and content delivered via the council's Digital Services.

·Manage the council's portfolio of digital products and co-ordinating the development and delivery of the council's digital pipeline.

·Support the development, adoption and maintenance of digital services, products, and process that transform internal working practices.

·Lead, manage, motivate and develop the digital services team (and third party resources as appropriate) to deliver continuous, provable improvements in our digital services, based on data, driven by our users need.

·Encourage a culture of innovation focused on adding value for our customers and our business.

·Ensure that projects are delivered to scope, within budget and to agreed timeframes, prioritising the work that needs to be done against the capacity and capability of the digital services team and wider transformation programme resources.

·Develop, maintain and enforce a digital governance framework to provide the strategy, standards and policy through which we deliver a coherent experience for our customers across our digital estate.

·Ensure that commissioning and delivery arrangements with internal and external providers lead to the digital estate being developed and maintained to agreed corporate standards and users need.

Skills and Experience:

  • Substantial experience of leading the operation and development of transformation digital services in a large complex hierarchical organisation
  • Substantial experience of driving digital innovation, including digital product development, behaviour change and designing services around users' needs
  • Substantial experience of managing and leading an organisations web/digital service functions the development of digital talent and management of 3rd party resources
  • Substantial ability to lead the development, commissioning, and operational management of a complex digital operating environment
  • Demonstrable work programming and project management skills: able to conceive, plan and deliver a programme of projects on time and within budget, while managing periods of heavy and conflicting priorities
  • Graduate level qualification or equivalent verifiable experience and training
  • Evidence of continuous personal development over the past 5 years
  • Ideally Local Authority experience
